  • CAP - Cost, availability, performance are exemptions allowed for those products Federal agencies are required to purchase which have been designated by the U.S. Department of Agriculture (USDA) for biobased products, DOE for FEMP products, EPA for ENERGY STAR certified, SNAP, recycled content, and WaterSense products.
